AIS Conduct Rules, 20142014The All India Services (Conduct) Amendment Rules, 2014 inserted rule 3(1A), expressly listing ethical standards, honesty, political neutrality, fairness, accountability, transparency and public responsiveness. Inserted rule 3(2B) adds duties concerning constitutional values, public-interest decisions, efficient use of resources and professional dedication. It also addresses private interests and conflicts affecting public duties. The amendment translates broad public-service values into stated obligations for the covered service members.Connect each value with an observable administrative act: record reasons, disclose a relevant private interest, use resources for the authorised purpose and treat comparable claims consistently. Political neutrality is compatible with implementing the lawful policy of an elected government; it does not require an officer to substitute a personal programme. The rules provide standards for conduct, while evidence, the applicable disciplinary process and institutional capacity determine how an alleged breach is assessed and corrected.
