Digital Governance — Prelims Strategy
Prelims Strategy
Distinguish digitisation from governance improvement. Scanning a form changes its medium; redesigning the process with clear responsibility and remedy can change the service. An option that counts transactions may not answer a question about reliable delivery or equitable access.
For numerical scenarios, follow the denominator through registration, submission, approval and payment. A success rate among completed submissions can conceal people who could not submit. Do not equate approval with receipt of the benefit or an automated ticket with resolution.
In automated-decision questions, inspect data quality, criteria and review. A consistent algorithm can consistently apply an unsuitable rule. The authority retains responsibility and needs an authorised correction route.
For information choices, distinguish useful public decision data from personal details requiring lawful protection. Review the traps for these specific stage and responsibility confusions. The exercises support GS IV concepts and are not presented as a separate Ethics Preliminary paper or attributed past questions.
