Information Sharing and Transparency — Mains Strategy

Mains Strategy

Open with the accountability mechanism: “Transparency enables people to understand the reasons for public decisions and to seek correction when those reasons are inadequate.” Then distinguish disclosure on request from proactive information that prevents repeated uncertainty.

Organise the body around records, publication, usability and review. Explain why reliable records are necessary before information can be shared, and why dates, definitions and accessible formats matter after publication. Use a selection list or expenditure dashboard to demonstrate the difference between announcing an outcome and explaining the process behind it.

Address confidentiality through targeted analysis. Identify the protected interest, consider whether relevant material can be separated and explain the lawful decision and appeal route. Do not recommend indiscriminate publication of personal data as an ethical shortcut.

Conclude with institutional responsibility for updates, correction and reason-giving. A useful evaluation asks whether affected people can find the information, understand the decision and obtain review, rather than simply counting documents uploaded.
