Information Sharing and Transparency — Prelims Strategy
Prelims Strategy
Attach each statutory provision to its function: section 4 records and proactive disclosure, section 7 response procedures, section 10 severability and section 19 appeals. A question can use familiar legal terms while moving them to the wrong procedural stage. Retain qualifications around response periods rather than treating thirty days and forty-eight hours as context-free numbers.
For conceptual questions, distinguish availability from usability. A public file may remain difficult to use because it is undated, unsearchable or missing definitions. More documents do not automatically provide a clearer explanation of a decision. Similarly, a refusal should be assessed through its legal basis and review route rather than assumed ethical or unethical from its result alone.
In data questions, identify whether the figure concerns allocation, release, spending or outcomes. If ₹70 crore is spent from ₹100 crore allocated, expenditure is 70% of allocation. The same percentage cannot be transferred to beneficiary coverage or social impact without evidence. Choose the inference supported by the stated measure, not the most favourable interpretation.
