Probity in Governance — Definition

Definition

Probity in governance is upright and trustworthy conduct in the use of public office, authority and resources. It includes honesty, impartial procedures, conflict management, accurate records and willingness to face appropriate scrutiny.

Avoiding a bribe is necessary but does not establish probity if a decision is manipulated or a material fact concealed. The concept is preventive as well as corrective: institutions should protect decisions before a biased outcome or financial loss is proved.

Probity therefore joins individual integrity with transparent, competent and fair systems. It requires evidence and due process when wrongdoing is alleged, rather than either unquestioning trust or automatic blame.
