Prelims Strategy

Distinguish confidential from anonymous reporting. In the published PIDPI procedure, identity is established by the receiving authority while protection is applied in handling. That differs from a complaint whose author is unknown. Also distinguish a designated reporting channel from sending the same material to many recipients, which can undermine confidentiality safeguards.

Read the allegation at its evidentiary level. A discrepancy may justify inquiry without proving motive or guilt. Options that move directly from an anomaly to punishment skip the investigative stage; options that dismiss it because an innocent explanation is possible skip the reason to investigate.

For case-based practice, compare the risks of the proposed sequence. Confronting an implicated person can sometimes clarify facts but may expose evidence to destruction. Immediate publicity may create pressure but also disclose identities and unrelated material. The correct response depends on the supplied urgency, jurisdiction and available safeguards. Do not treat enactment of the 2014 Act as proof of the procedure under which a PIDPI complaint is handled.
