Foreign Trade Policy (FTP) is India's comprehensive framework that governs the country's international trade activities, including both imports and exports. Think of it as the government's master plan for how India should engage with the global economy.
Just as a family has rules about spending and earning money, India has policies about what goods and services it should buy from other countries (imports) and what it should sell to them (exports). The policy is announced every five years and contains detailed guidelines, incentives, and procedures that businesses must follow when trading internationally.
The current Foreign Trade Policy 2023 replaced the earlier FTP 2015-20 and will remain in effect until 2028. The policy serves multiple purposes: it aims to boost India's exports to earn foreign currency, reduce dependence on imports where possible (supporting Atmanirbhar Bharat), create jobs in export-oriented industries, and integrate India better into global value chains.
The policy is implemented through various schemes and incentives. For example, if an Indian company exports textiles, it might receive benefits like duty-free import of raw materials or cash incentives.
Conversely, if India wants to protect domestic industries, it might impose higher duties on certain imports. The Directorate General of Foreign Trade (DGFT), headquartered in New Delhi with regional offices across India, is the nodal agency responsible for implementing this policy.
From a UPSC perspective, understanding FTP is crucial because it directly impacts India's economic growth, employment generation, and balance of payments. Questions often focus on comparing different FTP versions, understanding export promotion schemes, analyzing trade deficit issues, and evaluating policy effectiveness in achieving economic objectives.
