Vocational Education and Training — Core Concepts
Core Concepts
Follow the learner through the stages
Exposure introduces occupations and possibilities. Practice develops capability. Assessment examines specified learning outcomes, and certification records achievement through the applicable awarding arrangement. Employment and sustained earnings are further outcomes affected by demand and other conditions. Keep these stages separate in both policy descriptions and statistics.
Map institutions to functions
DGT’s Craftsmen Training Scheme operates through institutional pathways including ITIs and NSTIs. The cited 2026 reply describes the trade-test and certification sequence. NCVET has regulatory and quality-assurance functions, including recognition of awarding bodies and assessment agencies. A regulator is not the classroom provider or the manager of each institution’s daily timetable.
Interpret policy targets accurately
NEP 2020 seeks integration of vocational and mainstream education. Its 2025 target concerns exposure among learners, not a guarantee that half obtain qualifications or employment. Passing the target year does not establish achievement. The ten-day bagless period in Grades 6–8 is a school-exposure provision, not equivalent to a full occupational course.
Evaluate access and outcomes together
For 1,000 enrolments, 800 completions, 600 certifications and 360 placements, the placement rate is thirty-six percent of the original cohort but sixty percent of certified learners. Track the denominator and follow-up period. Investigate earlier losses, course relevance, assessment quality and sustained outcomes rather than selecting a favourable final group and ignoring who disappeared before it.
