74th Constitutional Amendment Act	1992	This landmark amendment inserted Part IXA (Articles 243P to 243ZG) into the Constitution, providing constitutional recognition to Urban Local Bodies (ULBs) or Municipalities. It aimed to strengthen democratic decentralization in urban areas.	Mandated the establishment of a three-tier municipal system, ensured regular elections, provided for reservation of seats for SC/STs and women, and devolved powers and responsibilities to ULBs for 18 subjects listed in the Twelfth Schedule. It also established State Election Commissions and State Finance Commissions, fundamentally transforming urban governance in India and making it more accountable and participatory.
