COP28 Dubai Consensus and Global Stocktake 2023: A Pivotal Moment for Fossil Fuels

The 28th Conference of the Parties (COP28) to the UNFCCC, held in Dubai, marked a significant, albeit contentious, milestone with the 'UAE Consensus'. For the first time, a COP decision explicitly called for 'transitioning away from fossil fuels in energy systems, in a just, orderly and equitable manner'. This language, while not a 'phase-out', signals a clear direction for global energy policy. The COP also concluded the first Global Stocktake (GST), a comprehensive assessment of collective progress towards the Paris Agreement's goals. The GST revealed that the world is significantly off track to meet the 1.5°C target, necessitating much more ambitious action. Furthermore, COP28 operationalized the Loss and Damage Fund, a crucial step towards providing financial assistance to vulnerable nations disproportionately affected by climate impacts. From a UPSC perspective, this highlights the evolving dynamics of international climate negotiations, the persistent challenges of consensus-building, and the critical role of climate finance and equity.
