Cyclone Biparjoy Response Coordination Between Gujarat SDMA and District Authorities
June 2023
The response to Cyclone Biparjoy demonstrated the effectiveness of coordinated state and district level mechanisms in disaster management. Gujarat SDMA's coordination with coastal district authorities, particularly Kutch and Jamnagar DDMAs, showcased how advance planning, early warning systems, and multi-tier coordination can minimize casualties even during severe cyclonic storms. The response involved evacuation of over 180,000 people, coordination with multiple agencies including Coast Guard and Navy, and rapid restoration of essential services. This case study illustrates the practical implementation of state and district coordination mechanisms established under the DM Act 2005.
UPSC Angle: Expected questions on coordination mechanisms during natural disasters, role of early warning systems, and effectiveness of multi-tier disaster governance. Likely to appear in both Prelims (factual questions about recent disaster responses) and Mains (analytical questions about disaster management coordination).
