Mains Strategy

Begin with the NCST's constitutional purpose: turning safeguard commitments into evidence-based oversight and advice. Identify Article 338A and the separate institution created through the 2003 amendment, effective in February 2004. This gives the answer a precise institutional foundation.

Organise the body around functions, powers and accountability. Explain complaint inquiry and broader monitoring, then show how evidence powers support those tasks. Distinguish recommendations from implementation and trace reports to the appropriate legislature with the government's response. A short hypothetical example separating applications, decisions and delivered benefits can make an implementation gap concrete.

Evaluate effectiveness through accessibility, quality of records, reasoned recommendations and follow-up by responsible authorities. Consultation and scrutiny can matter without becoming a general power to override other institutions. Conclude that the NCST's contribution depends on both its constitutional tools and the response those tools secure. Avoid treating it as a substitute for courts, programme administrators or the Article 342 list-making mechanism.
