Poverty Measurement and Identification — Revision Notes
Updated 19 Oct 2026
⚡ 30-Second Revision
- Checked 18 October 2026.
- Headcount = poor persons / population; it measures incidence, not depth.
- A 200 shortfall against a 1,000 line is 20%.
- World Bank 2025 line uses 2021 PPP.
- Publication year ≠ survey year.
2-Minute Revision
Fix concept, unit, threshold, period and denominator. A count of households is not automatically a count of people. Changes below a threshold can leave headcount unchanged. Compare prices and methods before trends, and label interpolation or extrapolation accurately.
5-Minute Revision
In ten people, two remain poor while each person’s resources fall from 800 to 600 against a hypothetical line of 1,000. Calculate the unchanged headcount and changed individual shortfalls. Explain which additional information is needed to compare two reports using different survey periods.
