55 & 56 Vict., c.14, s.21892Section 2 of the Indian Councils Act, 1892 authorised rules permitting discussion of the annual financial statement and the asking of questions in the central and relevant provincial legislative councils. The same section prohibited members from moving a resolution or dividing the council on that financial discussion or on an answer to a question. It also placed the rules under executive sanction: provincial rules required the Governor-General in Council’s approval, and central rules required the Secretary of State in Council’s approval. For assessing Moderate methods and achievements, the practical distinction is between obtaining a forum to scrutinise government and acquiring power to decide expenditure. A member could draw attention to a financial issue within the prescribed rules; the discussion did not itself become a binding budget vote. This is a concrete, limited institutional gain to examine alongside constitutional agitation. It neither proves that every nationalist demand succeeded nor makes the opening meaningless. Keep the 1892 restriction separate from later reforms that altered council procedure, and avoid projecting the powers of today’s Parliament onto these councils.
