Resource Exploitation and Conflict — Prelims Strategy
Prelims Strategy
Prepare a three-column table: instrument, geographical or substantive scope, and institutional function. Place PESA beside Fifth Schedule areas and local self-government, the Forest Rights Act beside recognised forest rights and the claims process, and District Mineral Foundations beside mining-affected people and areas.
Read the verb in a statement carefully. A requirement to consult is not identical to a requirement to obtain consent. A recommendation concerning a specified activity should not be expanded into a universal veto over unrelated decisions. Similarly, initiating a rights claim differs from finally deciding it.
In a scenario, separate a financial contribution from its eventual effect. A mining company's statutory payment into a fund does not establish that a displaced household has received compensation or that a water project functions. Identify which institution and which stage the question actually concerns.
For causal statements, test whether they turn an enabling condition into an automatic result. Mineral wealth, forest cover and tribal population are not sufficient explanations for insurgency. Look for the intervening institutions, grievances and choices described in the question.
