The linkage between development and spread of extremism refers to the complex relationship where lack of development, economic deprivation, social exclusion, and inadequate governance create conditions that make communities vulnerable to extremist ideologies and recruitment.

This concept is fundamental to understanding internal security challenges in India, where regions with poor human development indicators often experience higher levels of extremist violence. Development here encompasses not just economic growth, but inclusive development that ensures equitable access to resources, opportunities, education, healthcare, and basic services.

When certain regions or communities are left behind in the development process, they become susceptible to extremist narratives that exploit their grievances and offer alternative systems of governance or justice.
