Act 10 of 20092009The Information Technology (Amendment) Act, 2008 (Act 10 of 2009) inserted section 69A for blocking public access to specified information and section 69B for authorised monitoring and collection of traffic data for cybersecurity. These provisions address different functions; the former requires recorded reasons and prescribed safeguards. This is a statutory amendment, and its short title retains 2008 although the Act number and assent are from 2009.Network governance gained distinct tools for restricting access to particular information and for identifying threats through traffic data. Neither function should be confused with an unrestricted power to shut down an entire network. Shreya Singhal later upheld section 69A and its 2009 rules while striking down the separate section 66A offence; the amendment’s original text must be read with that judgment.
