The India-Bangladesh border, officially known as the Radcliffe Line in its historical context, is one of the most complex and porous international land boundaries in the world, stretching approximately 4,096 kilometers.
It is India's longest land border, shared by five Indian states: West Bengal (2,216.7 km), Tripura (856 km), Meghalaya (443 km), Mizoram (318 km), and Assam (263 km). This border is characterized by a diverse topography, including plains, hills, dense forests, and extensive riverine sections, notably the Sundarbans delta and numerous 'charlands' (riverine islands) that frequently shift due to river erosion.
From a beginner's perspective, understanding this border is crucial for grasping India's internal security challenges, regional diplomacy, and socio-economic dynamics.
Historically, the border was drawn in 1947 during the Partition of British India, dividing Bengal into India's West Bengal and East Pakistan (which later became Bangladesh in 1971). The hasty demarcation, often based on outdated maps and without proper ground surveys, led to numerous anomalies, most notably the existence of 111 Indian enclaves within Bangladesh and 51 Bangladeshi enclaves within India, along with 2 adverse possessions.
These enclaves were effectively pockets of one country's territory completely surrounded by the other, creating immense administrative, logistical, and humanitarian challenges for their residents, who often lacked access to basic services and legal recognition.
The resolution of the enclave issue came with the historic Land Boundary Agreement (LBA) of 2015, which was ratified by the 100th Constitutional Amendment Act. This agreement saw India cede 111 enclaves (17,160 acres) to Bangladesh and receive 51 enclaves (7,110 acres) from Bangladesh, along with the resolution of adverse possessions.
This landmark agreement not only simplified the border but also granted citizenship rights to the enclave residents, allowing them to choose their nationality. This act significantly reduced a major source of friction and facilitated better border management.
However, despite the LBA, the border continues to pose significant security challenges. The porous nature, difficult terrain, and socio-economic disparities between the two nations contribute to rampant illegal immigration, primarily driven by economic factors and, more recently, the influx of Rohingya refugees.
This influx strains resources, alters demographics, and creates social tensions. Cross-border criminal activities are also pervasive, including cattle smuggling, drug trafficking (especially Yaba tablets), human trafficking (women and children for exploitation), and the movement of arms and fake Indian currency notes (FICN).
These activities often involve well-organized syndicates that exploit the geographical complexities and local vulnerabilities.
To counter these threats, India employs a multi-pronged strategy. The Border Security Force (BSF) is the primary agency responsible for guarding the border, deploying personnel, surveillance equipment, and infrastructure like border fencing.
The concept of Integrated Border Management (IBM) is being implemented, which involves a combination of physical barriers (fencing), technological solutions (smart fencing, sensors, drones), intelligence gathering, and enhanced inter-agency coordination.
Bilateral cooperation with Bangladesh's Border Guard Bangladesh (BGB) is crucial, involving regular flag meetings, coordinated patrols, and intelligence sharing to address common security concerns.
