89th Amendment	2003	The Constitution (Eighty-ninth Amendment) Act, 2003 amended Article 338 and inserted Article 338A, creating a separate constitutional Commission for Scheduled Tribes. The relevant change took effect on 19 February 2004.	Separated the NCST from the former combined SC/ST commission and gave tribal safeguard monitoring, complaints, development advice and reporting a distinct constitutional institution.
