Disaster Displacement — Prelims Strategy
Prelims Strategy
Start with the boundary condition: internal displacement remains within the country’s internationally recognised borders. Moving from one Indian State to another does not itself create refugee status. Distinguish compelled departure linked to disaster from ordinary discretionary travel, while recognising that precautionary evacuation can still be displacement.
For numerical statements, underline whether the question counts people, movement events or a population remaining displaced at a date. Repeat movements increase the event total without necessarily adding distinct people. Publication year and observation year may also differ; a report released in 2026 can describe movements during 2025. Keep cause and geographical scope consistent before comparing totals.
Read legal questions against the amended Act. Former section numbers can survive in older notes after functions have moved. The National Authority’s relief-guideline function is now in section 6(2)(w), with the State provision in section 18(2)(o).
Finally, assess solution claims through the conditions described. Camp closure or a new address demonstrates an administrative change, not necessarily safe and sustainable recovery. International principles guide analysis but should not be labelled an Indian statute.
