89th Amendment	2003	Bifurcated the combined National Commission for Scheduled Castes and Scheduled Tribes into two separate commissions. Inserted Article 338A to establish the National Commission for Scheduled Tribes while retaining Article 338 for the National Commission for Scheduled Castes.	This amendment recognized the distinct nature of challenges faced by Scheduled Tribes and Scheduled Castes, leading to more focused institutional attention. It elevated tribal issues to constitutional level with dedicated quasi-judicial mechanisms, improved monitoring of tribal welfare schemes, and enhanced accountability through separate annual reports to Parliament.
