The National Commission for Scheduled Tribes (NCST) is a constitutional body established under Article 338A of the Indian Constitution through the 89th Constitutional Amendment Act, 2003. It was created as a separate entity from the earlier combined National Commission for Scheduled Castes and Scheduled Tribes, which had existed since 1978.
The NCST serves as the primary constitutional watchdog for the rights, interests, and welfare of India's Scheduled Tribes, who constitute about 8.6% of the country's population according to the 2011 Census.
The Commission acts as a quasi-judicial body with investigative powers, monitoring the implementation of constitutional safeguards and various welfare schemes designed for tribal communities. Its establishment recognized the unique challenges faced by tribal populations, including geographical isolation, distinct cultural practices, traditional livelihood patterns, and historical marginalization.
