13th Amendment to Sri Lankan Constitution	1987	Introduced as part of the Indo-Sri Lanka Accord, this amendment established the Provincial Council system in Sri Lanka, creating nine Provincial Councils with devolved powers over subjects like agriculture, education, health, housing, and local government. It also recognized Tamil and English as official languages alongside Sinhala.	Created the framework for power devolution to provinces, particularly benefiting Tamil-majority Northern and Eastern provinces. However, limited devolution of meaningful powers and subsequent weakening of the system has been a source of ongoing Tamil grievances and continues to affect India-Sri Lanka relations.
