Tamil Issue — Basic Structure
Basic Structure
The Tamil Issue in Sri Lanka represents a complex ethnic conflict between the Sinhalese majority (75%) and Tamil minority (15%) that culminated in a 26-year civil war (1983-2009). The conflict originated from discriminatory policies like the Sinhala Only Act of 1956 and educational standardization that systematically excluded Tamils from government jobs and higher education.
The Liberation Tigers of Tamil Eelam (LTTE), led by Velupillai Prabhakaran, emerged as the dominant militant organization fighting for an independent Tamil state called Tamil Eelam in the Northern and Eastern provinces.
India's involvement was driven by domestic pressure from Tamil Nadu and strategic concerns, leading to the Indo-Sri Lanka Accord of 1987 and deployment of the Indian Peace Keeping Force (IPKF). The accord introduced the 13th Amendment establishing Provincial Councils with devolved powers.
However, the IPKF mission failed due to LTTE's refusal to disarm, resulting in over 1,200 Indian casualties and withdrawal in 1990. The assassination of Rajiv Gandhi by LTTE in 1991 fundamentally changed India's policy toward non-interference.
The civil war ended in May 2009 with the military defeat of the LTTE under President Mahinda Rajapaksa's government. Post-war challenges include reconciliation, accountability for alleged war crimes, meaningful devolution of power, and China's growing influence in Sri Lanka.
The issue remains relevant to India-Sri Lanka relations through Tamil Nadu's political pressure, fishermen disputes, development assistance, and strategic concerns about Chinese influence in the region.
