Digital Divide and Technology Access — Definition

Updated 19 Oct 2026

Definition

The digital divide is the unequal ability to obtain and use digital technology for meaningful purposes. It includes differences in connectivity, devices, affordability, skills, language, accessibility and control over use.

A connected household may still contain people who cannot independently complete an essential online task. The concept therefore extends beyond network coverage or subscriptions to practical capability and outcomes.

Policy must identify the barrier involved: more training cannot repair an inaccessible interface, while a better interface cannot solve an unaffordable data connection. Effective inclusion combines usable services with assistance, reliable access and a route to correct failures.
