Nuclear Policy and Governance — Prelims Strategy
Prelims Strategy
Read the operative words and status of a legal document. Assent establishes enactment, but a provision commencing by notification requires that additional step. A repeal clause within such legislation must be read with commencement rather than assumed fully effective on the assent date. A consultation deadline establishes the consultation event, not the final content or commencement of rules.
Next identify the permission involved. A licence for an activity and a safety authorisation address related but distinct requirements. The possibility of participation by a category of entity does not remove reserved activities or other statutory conditions. Do not infer a universal private entitlement from a general reform headline.
For institutional questions, distinguish legal status from empirical performance. A statutory regulator may have specified powers, but practical independence and capacity require further evidence. Date-stamp parliamentary answers: a February 2026 statement is evidence for that date. Avoid extending it to October unless a later source confirms the position. This approach prevents both premature claims of implementation and outdated claims that nothing has changed.
