For Prelims, a strong factual foundation is paramount. Begin by memorizing the launch date (Jan 16, 2016) and the nodal ministry/department (DPIIT, Ministry of Commerce & Industry). Understand the three pillars of the Action Plan and their key components: Simplification (self-certification, IPR fast-track, easy exit via IBC), Funding (FFS, CGSS, tax holiday via 80IAC, angel tax exemption), and Partnership (incubators, AIM).
