National Commission for Backward Classes — Definition
Definition
The National Commission for Backward Classes is the constitutional commission under Article 338B for socially and educationally backward classes. The 102nd Amendment Act, 2018 inserted this provision, giving the present institution its constitutional foundation.
It monitors safeguards, examines complaints, advises on development and reports with recommendations. The 105th Amendment Act, 2021 clarified the distinction between the Central List and State or Union-territory lists maintained for their own purposes.
Commission inquiry, consultation, list specification and implementation are separate functions. A State-list entry or an NCBC recommendation should therefore not be treated automatically as a Central-list change or a completed benefit decision.
