73rd	1992	Inserted the Panchayat framework in Part IX and the Eleventh Schedule, including poverty-alleviation programmes among the listed matters relevant to Article 243G.	Provides the constitutional framework for State-law assignment of local planning and implementation responsibilities. It does not itself establish identical devolution of funds, functions and staff in each State; those arrangements determine how Panchayats can contribute to poverty programmes.
