Basic Structure

Put dates and age groups in context

The National Literacy Mission began on 5 May 1988, with the 15–35 group as an important original focus. ULLAS is the popular name for the Nav Bharat Saaksharta Karyakram or New India Literacy Programme. Its approved period runs from 2022–23 to 2026–27 and its target begins at age fifteen without importing the old upper limit of thirty-five.

Learn the five components

ULLAS includes foundational literacy and numeracy, critical life skills, basic education, vocational skills and continuing education. Reading a notice, interpreting a transaction and learning a work-related skill are connected activities, but evidence of one does not automatically establish the others.

Distinguish adult and school learning

NIPUN Bharat concerns foundational learning in the school context. ULLAS has its own older-learner target and delivery arrangements. Shared terms such as foundational literacy do not make the programmes interchangeable. Adult learning may require flexible schedules and locally meaningful examples.

Measure learning rather than registration alone

Volunteerism and hybrid delivery support access, but registration is not an assessment result. Separate registered learners, assessment participants and those demonstrating the assessed standard. A programme cohort is also different from a district's whole population. Check the age coverage, denominator and method before comparing a programme pass rate with a population literacy statistic.
