Unorganized Sector Workers — Mains Strategy

Mains Strategy

Use a worker-centred opening: “The challenge is to make protection usable despite dispersed workplaces, irregular earnings and mobility.” Then choose a concrete category of worker and follow the route from identification to an eligible benefit, rather than describing the entire sector through general adjectives.

Organise constraints into records, finance, access and enforcement. Records may be incomplete or outdated; contributions may be difficult with fluctuating income; access may depend on documents or digital skills; enforcement may be weak where responsibility is fragmented. Explain how these constraints interact. A portable record is helpful but cannot compensate for an unavailable service at the destination.

Recommend measures matched to the diagnosis: assisted registration and correction, clear scheme information, feasible contribution arrangements where relevant, portable delivery and a grievance route that records reasons for rejection. Evaluate them through valid claims completed and protection received, not enrolment alone. Conclude by linking administrative inclusion to dignity and economic security, while recognising that the same instrument will not suit each employment relationship.
