Mains Strategy

Introduce the implementation problem directly: “Labour protection is meaningful when a worker can prevent harm, establish an entitlement and obtain an effective remedy.” Then organise the answer around coverage, financing, administration and enforcement, using the employment relationship specified in the question.

Explain one concrete gap at each relevant stage. A worker may be recognised in law but absent from records; registered but unaware of a scheme; eligible but unable to complete a claim; or successful in a claim but paid late. Different gaps require different remedies, so a single recommendation to expand registration is insufficient.

Balance the discussion of compliance with the risk borne by workers. Simpler records and predictable processes can help employers comply, while inspections, accessible grievance mechanisms and reliable contributions protect substantive rights.

Use the 2025 Code implementation as a dated anchor without implying uniform results. A usable conclusion is that formalisation should reduce uncertainty for both sides while preserving enforceable standards of safety, fair treatment and social protection.

Measure the result through access and remedies as well as enrolment.
