Read the symptom and cause separately. A delayed payment can result from a missing record, unclear responsibility, a lawful verification or deliberate obstruction. The strongest option identifies evidence needed to distinguish these causes rather than assigning a motive from the outcome alone.

For process reforms, ask what risk each step addresses. Removing duplicate document requests can reduce burden; removing a necessary independent check can create harm. More approvals do not automatically improve accountability if responsibility becomes harder to trace. A nodal officer also needs authority and access, not just a title.

In performance questions, inspect the denominator and closure definition. An improved average may conceal omitted difficult cases or premature disposal. Prefer measures that combine timeliness with accuracy and actual resolution. Keep ARC recommendations distinct from binding rules and apply conduct provisions within scope.
