Public/Civil Service Values and Ethics — Mains Strategy
Mains Strategy
Begin by explaining the entrusted nature of public authority. Then identify the values and duties most relevant to the question rather than listing the entire syllabus. A licensing, procurement or benefit case can show how a legitimate discretion becomes ethical or arbitrary depending on evidence, criteria and review.
Develop the body at two levels. At the individual level, discuss truthful advice, impartial judgement and conflict management. At the institutional level, specify records, supervision, accessible information and remedies. Explain the risk each safeguard addresses and avoid assuming that more signatures automatically improve integrity.
Conclude with a practical standard: a decision should be lawful, reasoned, implementable and correctable. In a case study, state the next action, responsible authority and follow-up. Use conduct rules and RTI provisions accurately and within scope; do not turn a disclosure mechanism into an invented power to grant a benefit. The answer should demonstrate how values govern ordinary administrative work, not only responses to scandal.
