Public/Civil Service Values and Ethics — Prelims Strategy

Prelims Strategy

Identify whether a scenario concerns personal preference, official authority, evidence or accountability. A private act of generosity does not establish a lawful basis for allocating public resources. A public-interest objective also does not automatically validate every method used to pursue it. Check both the purpose and the procedure.

Distinguish a conflict of interest from proved corruption. Disclosure may be required before a biased decision is demonstrated, and disclosure alone may not complete the necessary management. For information questions, do not equate transparency with indiscriminate publication or confidentiality with a blanket refusal.

Read the scope of cited rules. The CCS Conduct Rules have defined application and should not be treated as the governing framework for every service. In process questions, prefer a response that preserves relevant checks while resolving the actual problem. Explain why each rejected option looked efficient, compassionate or loyal and what duty it missed. These original exercises support GS IV and do not claim a separate Ethics Prelims paper.
