Ethical Framework

Use a compact case-analysis worksheet.

Decision: Write the actual choice in one sentence. Avoid replacing it with a broad social problem the officer cannot resolve in the available time.

Facts and uncertainty: Separate established information, allegations and assumptions. Identify which uncertainty changes the immediate action and how it can be checked.

Authority and duties: State the role's powers and constraints. Urgency does not create unlimited authority, and a written instruction does not legalise wrongdoing.

Stakeholders and claims: Include less visible affected people. Explain their relevant interests rather than listing names without a connection to the choice.

Options: Compare realistic alternatives through consequences, rights, fairness, feasibility and reversibility. Give the preferred option its strongest objection.

Action: Sequence immediate protection, verification, decision and correction. Assign responsibility and identify the competent escalation route where necessary.

Review: Communicate appropriate reasons, preserve evidence and specify what finding would trigger reconsideration.

Use an original shelter-safety scenario for practice. A preliminary defect report warrants urgent competent assessment, not automatic proof of fraud. Service continuity matters, but it cannot justify concealing a serious risk. A staged response must be feasible and authorised rather than a promise to satisfy everyone.

CCS Conduct Rules, 1964, Rule 3 can support discussion of professional responsibility within scope. Cite legal provisions only for the powers or duties they actually establish.
