Directive Principles of State Policy (DPSP) are constitutional guidelines contained in Part IV (Articles 36-51) of the Indian Constitution that direct the State to work towards establishing a just society.
Unlike Fundamental Rights, these principles are non-justiciable, meaning citizens cannot directly approach courts for their enforcement. However, they are fundamental in governance and serve as a moral and political compass for the government.
The concept was borrowed from the Irish Constitution and represents the socio-economic goals that the Indian State should strive to achieve. Dr. B.R. Ambedkar described them as 'novel features' that distinguish the Indian Constitution from others.
The DPSP aim to establish a welfare state by directing the government to ensure social and economic justice for all citizens. They cover a wide range of areas including social security, employment, education, health, agriculture, international relations, and environmental protection.
The principles are classified into three categories: Socialist Principles (focusing on economic justice), Gandhian Principles (reflecting Mahatma Gandhi's philosophy), and Liberal-Intellectual Principles (emphasizing individual development and international cooperation).
These principles work in harmony with Fundamental Rights to create a comprehensive framework for governance. While Fundamental Rights provide negative obligations (what the State cannot do), DPSP provide positive obligations (what the State should do).
The Supreme Court has emphasized that both are complementary and together form the core of the Constitution. The importance of DPSP lies in their role as a constant reminder to the government about its duties towards citizens and their potential to transform India into a modern welfare state.
They have influenced numerous laws and policies, from land reforms to environmental protection, and continue to guide legislative and executive actions in contemporary India.
