Information Warfare — Definition
Definition
Information warfare concerns information-related capabilities used to influence decisions, affect an opponent's information environment or protect one's own ability to understand and act. Its mechanisms can involve systems, content and human interpretation, which should be distinguished rather than treated as one activity.
False information does not by itself establish deliberate deception by each person sharing it. Authentic material can also mislead through a false date, location or context. A sound assessment therefore separates content accuracy, provenance, intent, circulation and effect.
Legitimate criticism and disagreement should not be labelled hostile activity without evidence of the claimed conduct.
