Basic Structure

Distinguish learning needs

Initial training develops capabilities that a learner has not yet acquired. Upskilling adds to existing capability, while reskilling supports a different task or occupational direction. Recognition of prior learning assesses and certifies relevant skills already acquired through experience. It does not replace assessment with years worked.

Compare routes

PMKVY, PM-NAPS, JSS and the Craftsmen Training Scheme through ITIs are related parts of the skills system. Apprenticeship involves structured workplace learning. JSS uses a non-formal approach close to beneficiaries. The 2025 Skill India Programme restructuring and April 2026 budget reply provide dated institutional anchors, with programme periods read carefully.

Follow the learner

Enrolment shows entry, completion shows finishing the course and certification indicates meeting the relevant assessed standard. Employment is a further outcome with its own definition and follow-up period. A placement offer, joining a job and sustained work are different records.

Check access and resources

Distance, scheduling, language, disability access and care responsibilities can affect participation. More seats do not automatically solve each barrier. Likewise, a budget estimate is a planned allocation, not actual expenditure. Compare like financial years and accounting categories, and use the exact denominator named in the question when calculating completion, certification or employment rates.
