Skill Development Programs — Definition

Definition

Skill development builds the practical knowledge and capabilities needed for work and adaptation to changing tasks. India's programme routes include PMKVY, apprenticeships, Jan Shikshan Sansthan and ITI-based training, with different purposes and delivery settings.

Recognition of prior learning assesses existing skills rather than assuming every learner starts as a beginner. Enrolment, completion, certification and verified employment are separate stages. Effective policy combines access, relevant learning, credible assessment and opportunities to apply skills.

A budget allocation or certificate count alone cannot establish sustained employment, because demand, working conditions and other factors also affect the final outcome.
