Energy Conservation 20222022The Energy Conservation (Amendment) Act, 2022 (Act 19 of 2022) expanded the Energy Conservation Act, 2001 beyond efficiency alone. Section 6 inserted section 14(w), enabling a carbon-credit trading scheme, and section 14(x), enabling minimum shares of non-fossil consumption by designated consumers as energy or feedstock. Different shares may be specified for different consumers and sources. Section 8 inserted section 14AA for certificates issued to registered entities meeting the scheme’s requirements.Using less energy for the same output and changing the source of that energy are distinct interventions. For example, an efficient industrial process can still use fossil feedstock; the new power explicitly reaches feedstock as well as energy. The Act enables differentiated obligations but does not itself set one universal percentage. Keep a statutory obligation, compliance under a notified scheme and a technology’s measured environmental performance separate in an answer on clean-energy deployment.
