Scientific Principles

Start with service, pathway and boundary

Service: specify electricity delivered, useful heat, transport or another requirement. Comparing unequal services can make a numerical efficiency ranking misleading.

Pathway: identify generation, conversion, storage and final use. Storage shifts energy; efficiency reduces energy needed for a stipulated service; generation supplies it. Count conversion losses and timing constraints.

Boundary: point-of-use emissions, well-to-gate emissions and full lifecycle effects are different measures. A zero direct-emissions claim does not settle every upstream or downstream effect.

Hydrogen example

The Indian green-hydrogen standard announced on 19 August 2023 uses a renewable-source framework and a well-to-gate threshold of at most 2 kg CO2-equivalent per kg of hydrogen as a twelve-month average. It includes electrolysis and biomass pathways. The assessment boundary must accompany the number.

The Green Hydrogen Certification Portal launched on 17 June 2026 supports verification and compliance. A portal launch is institutional progress, not a measured national emissions reduction.

Keep project stages distinct

The 24 March 2026 Ministry update reported awards for electrolyser manufacturing and hydrogen-production capacity. Equipment-manufacturing capacity, fuel-production capacity and actual fuel output have different units and meanings. An award is not commissioning.

Evaluate deployment

Ask about networks, materials, land, water, skills, financing and maintenance. Connect each policy instrument to the constraint it addresses. A pilot demonstrates particular capabilities under particular conditions; it does not prove universal commercial suitability.

Conclude with an evidence-based comparison of performance for the required service. Avoid deciding from an appealing label or from a single limitation detached from the full system.
